Anthony Richmond, a resident of San Antonio, Texas, is one of 58 freshman Tier One Scholars at the University of Houston (UH). Richmond, who majors in mechanical engineering, is part of the largest, most distinguished class since the program's inception in 2009. Of the 2012 Tier One Scholars, five are National Merit Scholars, six are valedictorians and 46 ranked in the top 5 percent of their high school graduating class. Their average SAT score is 1422, the highest average SAT score in the program's history.

Richmond maintained a position on the A Honor Roll throughout all four years of high school. He was a member of the National Honor Society and was named National Merit Commended Scholar for achieving the highest PSAT score of all students in his junior class.

The Tier One Scholars program began as part of UH President Renu Khator's initiative to attract outstanding, high-achieving students to the university. Each Tier One Scholarship covers four full years of tuition and fees and two years of on-campus housing at UH.

Tier One Scholars also receive stipends to pursue research and to study abroad. Many Tier One Scholars are also members of the UH Honors College. To be eligible for a Tier One scholarship, graduating high school seniors must have a minimum SAT score of 1300 and have ranked in the top 10 percent of their class.
